If White Wolf is able to emulate this format, not only will we be looking at mini-expansion once every couple of weeks, where game play can be even more exciting, rather than waiting for a pretty long time before certain factions get a boost. It is not likely that White Wolf can support all the game techs in every expansion, even base ones. For example, there will be very little support for even the Independant and Bloodlines Clans in KOT, and it is rightly so, but it is quite annoying to wait many months (or even years) before some thing exciting comes along and "upgrade" or change the way a clan can be played.

Interesting way to release Expansions
At one point I was quite into the Aquarian Age CCG. This is an interesting Japanese Collectible Card Game that is quite nice, it has several elements that are unique and/or promising. For example, it is the only other CCG that I know, besides Legend of the Five Rings, which has story prizes and that the characters in the game do have a story going on in their fictions.
Aquarian Age is owned by Broccolli and therefore commands almost all of the best artists in Japan, visible in their incredible range of superb anime/manga art on their cards. Go to their home site to take a look (just the artwork will be worth the visit if you like anime-style art)

Anyway, the thing that I like very much about Aquarian Age's way of releasing expansions, which I have never seen anywhere else in the world, is something that I think, would be most exciting (ignore the feasibility part) if White Wolf is to adopt or copy it.
What Aquarian Age does with it's expansion is like this -
They have a base set, usually about 300-400 cards, they only have 1 base set per version, meaning Aquarian Age Saga 1 (they're at Saga 3 now) will have a base set with random starters (the starters are NOT pre-constructed) and boosters, serving all 5 factions; they then have bi-weekly or monthly expansions of 10-25 cards, most of them are usually tied in with latest anime/manga/game releases in Japan, like their Galaxy Angel promo pack. After a couple of months, they'll release a full expansion of 100-200 cards, such as Saga I's Gemini's Mirror or Eternal Virgo expansion.
For these expansions, Aquarian Age will collect what they call the "Hall of Fame" cards - meaning sought after cards, or just very popular cards, and release "Premium Packs" of 10-15 cards which contain, randomly, the assortment of these cards - so you get mini-expansions like "Premium Pack - Leo's Warflag" or even "Halls of Fame - vol 2, containing 15 most popular cards from Gemini's Mirror and Scorpio's Destiny"
Such mini-expansions are very easy to collect, usually a couple of packs get you everything you need. For the really small ones, like the Mai-Hime expansion, there're only 8 cards, so the booster packs are "pre-constructed", meaning you get exactly those 8 cards for every pack. Moreover, these mini-expansions are very often tied in only to 1-3 of the 5 factions, making it very focused on their purpose.
Broccolli also releases Pre-Constructed Starters. And I've mentioned before that their starters will all come with a play-guide, customed written to each pre-constructed starters - with topics like known combos, where to go from here, main strategy and so on, making it quite friendly for new players.
After a couple of years, the National Tournament will offer story prize, and then reset the system to re-balance the game. In Saga I, the Erasers were driven off Earth and therefore, in Saga II this faction was removed completely, replaced by the Empire whom is supposed to be an extra-dimensional invaders. In Saga III, the Erasers were reintroduced and there are now 6 factions in the game.
Imagine what this would mean for Vtes.
