Pretty much the exclusive discipline for the new Malkavian and !Malkavian, probably created in an attempt to curb the mighty combination of the in-clan disciplines of the Group 1 & 2 Malkavians. (OBF & DOM is just too darn deadly) It is however, IMHO, quite a restrictive discipline and doesn't do very much and is not very interesting to me. It has quite a bit of annoying actions and stealth support, but does little besides delaying and annoying an opponent.
It isn't the most exciting discipline that I know.
Action
Of course, Kindred Spirit is the most commonly seen, and probably the only action card that allows the vampire to bleed any Methuselah. This is also a very efficient bleed card, giving pool gain and bleed enhancement. Aside from this very effective card, pretty much most of the other DEM actions are in some way delaying cards, or lacking a better word, crippling cards that aim to curb or reduce the effectiveness of opposing minions. IMHO, temporary discomfort cards like Passion or even Mind of the Child, are not much of a point unless the deck is built to capitalize on their effect by either blocking the attempt to remove these cards, or send those minions to torpor.
Modifier
The stealth support of DEM is not bad, you get Deny, Confusion (for bleeding), Random Patterns (with AUS) and Mind Tricks. There is a bleed enhancement card (Eyes of Chaos) that is commonly used in most DEM bleed decks. The Touch of Clarity is a good addition to DEM bleed; but besides this DEM isn't known for much else.
Combat
Well, everybody knows about Coma, ya? And that's about it.
Reaction
Quite a range of pretty mixed up effects, but nothing efficient enough to become key cards.
Somehow I think DEM is most useful as a bleed discipline and nothing much. I consider this one of the most unexciting discipline in the game~

The Malkavians of group 3 and onward have Dementation instead of Dominate because that mirrored what was happening in the metaplot of the RPG, not due to any kind of balance issues. :)
Some other Dementation cards that you might want to check out are Blessing of Chaos (shuts down Presence vote push and Voter Cap, beats most S:CE, turns off Dominate and Presence bleed mods) and The Call (useful bloat).
It's also very much worth pointing out that Touch of Clarity has many more uses than just beating Dominate bleed bounce as an action modifier, given that it's reaction abilities allow you to not get bleeds bounced to you, turn off bleed mods directed at you, defeat vote push and Voter Caps, and so on.
Indeed, Touch of Clarity is such a great card~
